The rise of Artificial Intelligence is radically reshaping the information landscape and the public sphere, challenging fundamental democratic values such as freedom of expression, access to reliable information, and the independence of journalism. The European Union, a global leader in digital regulation, is responding through a comprehensive legislative framework—the AI Act—which places fundamental rights at the centre of technological development.
This seminar explores the rationale and mechanisms behind the EU’s regulatory approach, highlighting aspects that directly concern media professionals, NGOs, and organisations active in the fields of communication and public affairs. Through policy analysis, practical examples, and implementation tools, it connects the EU’s regulatory vision—including the European Media Freedom Act (EMFA) and the Code of Practice on Disinformation—with everyday challenges posed by algorithmic disinformation, deepfakes, and the spread of automated content.
Particular emphasis will be placed on the principles of human oversight and editorial responsibility as indispensable elements of the democratic function of the media.

The European Regulatory Framework and the Risk-Based Approach
Presentation of the AI Act and the European strategy for Artificial Intelligence
Focus on transparency, risk categorisation, and the protection of fundamental rights against algorithmic bias
From Generative AI to Agentic AI Systems
Introduction to the core concepts of Artificial Intelligence and Large Language Models (LLMs)
Presentation of tools and analysis of their impact on the production, processing, and dissemination of journalistic content
The “Dark Side”: Disinformation, Hallucinations, and Deepfakes
Examination of AI-related risks through case studies (e.g. deepfakes involving public figures)
Presentation of techniques for identifying synthetic content, as well as fact-checking and AI detection tools and methodologies
Ethics, Professional Standards, and Human Oversight
Exploring the relationship between AI use and professional and ethical standards in journalism
Focus on editorial responsibility, personal data protection, and the irreplaceable role of human judgement in journalistic practice

The programme ‘Protecting democracy, human rights, and the rule of law through an open civic space’ (PLATO) aims to protect, promote and raise awareness of EU fundamental rights & values by supporting Civil Society Organisations (CSOs) in Greece & Cyprus active in these fields, by increasing their knowledge, capacity and sustainability. PLATO is co-funded by the European Union (90% funding rate), through the Citizens, Equality, Rights, and Values programme* (CERV-2024-CITIZENS-VALUES), and by the Bodossaki Foundation and NGO Support Centre (10% funding rate), with the total grant amounting to €3.1 million. PLATO is coordinated by the Bodossaki Foundation (Greece) in consortium with the NGO Support Centre (Cyprus).
